Support to the European Union Delegation to the Kingdom of Morocco for the identification and formulation of a "territorial development programme" in Morocco

Context: Advanced regionalization in Morocco is the result of a process of deconcentration and decentralization of various powers from the center to the periphery, initiated since independence. Objectives: This identification/formulation was to respond to certain guiding principles, namely: The support program must promote a territorial approach focused on greater accountability of local authorities, while being part of the "advanced regionalization" framework; The program will contribute to the emergence "from the bottom up" of appropriate procedures for identification, financing, implementation and management of local development while being part of the multi-stakeholder and multi-level territorial governance system established by "advanced regionalization"; The envisaged support could offer an opportunity to test, in a pilot region, the mechanisms contemplated in national legislation and capitalize on lessons learned.
