Scoping of Potential Interventions in the Governance Sector under 11th EDF in Lesotho
The overall objective: To advise on how best to contribute to more open, efficient and cost-effective governance in its political, economic and social dimensions for inclusive and sustainable development of the people of Lesotho. Activities: The activities are divided into two stages: Assessing the prospects for positive and strategic Government-EU engagement in the governance sector. Identifying possible/feasible priority interventions in the area of governance under the 11th EDF. The outputs: Stage one: A prepared short inception report within one week after the start of the assignment, outlining the work plan for the full period of the assignment. A submitted draft report with recommendations at the end of the first leg of the assignment. Stage two: A submitted aide memoire (in power point) summarising the tasks as highlighted under "requested services", to be submitted at the end of the field phase, and to be presented to the Governance Task Force A submitted final main report at the end of assignment, not exceeding 20 pages. One critical output to be the elaboration of a programme Action Document for Governance, that should be annexed to the final report.
