Mid-term review of the Project 'Support to Sectoral Governance (PAGOS) in Gabon'

Project objectives The global objective of the review is to present to the relevant external cooperation services of the European Union and of the partner government the following: A global and independent understanding of the results of PAGOS with greater focus on the project results in relation to their objectives; Emphasize the principal lessons learnt of the intervention and outline recommendations in order to improve the ongoing measures and future actions. The specific objective of the assignment is the drafting of a report that will contain the following: A detailed analysis of the progress under each component, of the government engagement and performance (based on indicators described in the financing convention and other relevant documents); An analysis of the available information with regards to the sectoral policies and of the global strategic frame of the governance improvement; Argument-supported opinion on the relevance of the ongoing actions and the possibilities to improve the efficiency and effectiveness of the project through possible recommendations, reorientations, support action that could contribute a better efficiency and effectiveness in the use of funds. The evolution of interventions has to be analysed in this context in order to support the recommendations for any potential reorientation and/or change in the implementing modality within the present support programme to the sectoral governance or the future interventions to be defined. The outputs : Four outputs were developed under this project: Inception Report presenting the evaluation questions, criteria and indicators Documentary report indicating the methodology, detailed plan and assumptions Provisional final report answering the evaluation questions, conclusions and recommendations Consolidated final report
