Preparation of Feasibility study and technical specification for supply of equipment for institutions in the area of justice and home affairs

The overall objective of the project is to strengthen the capacities of law enforcement in the fight against organised crime and serious crime. The activities: Review and analyse the existing institutional structure of the Forensic Department within the Ministry of the Interior, regarding the current instrumental and environmental status, strengths and weaknesses towards the ongoing accreditation processes; Review and analyse the existing institutional structure and the current material and technical base of the Financial Police Office; Review and analyse the anti-corruption institutions, including law enforcement agencies, prosecutor's offices and the SCPC in coordination with other bodies, notably PRO, law enforcement agencies, the Financial Intelligence Unit, the cadastre, the central register and the CDS, with the aim of improving inter-institutional cooperation; Review and analyse the existing institutional structure and existing technical equipment, including software and other technical and material elements, for institutions involved in the prevention and fight against organised crime and corruption (law enforcement bodies, courts, prosecutor's office, Financial Intelligence Unit, SCPC, Agency for the Management of Confiscated Assets, Public Revenue Office and State Audit Office); Prepare a report presenting the initial review and verification of the current state. Preparation of the feasibility study which will include: a list of applicable legislation and other relevant documents, the institutional structure as well as the available material and technical bases; needs assessment for specialised equipment of the Forensic Department of the Ministry of the Interior; needs assessment for specialised equipment of the Financial Police Office; needs assessment for the interoperability system of anti-corruption institutions; needs assessment for the supply of equipment to organised crime fighting institutions; needs assessment for the preparation of standard operating procedures for the use of specialised equipment. Preparation of technical specifications according to PRAG rules, including market research and indicative cost estimation for: supply of equipment for the interoperability system for institutions responsible for the prevention and fight against corruption; supply of equipment for organised crime fighting institutions; supply of equipment to the Forensic Department within the Ministry of the Interior; and supply of equipment for the Financial Police Office; Standard operating procedures for the use of purchased equipment; Supply of equipment for the Financial Intelligence Unit. Provide support during the tendering phase. The outputs: Report presenting the initial review and verification of the current state; Feasibility study; Prepare the Technical Specification(s), market research and cost estimation in accordance with PRAG regulations for the supply of: equipment for the interoperability system of institutions responsible for the prevention and fight against corruption; equipment for organised crime fighting institutions; equipment for the Forensic Department within the Ministry of the Interior; equipment for the Financial Police Office; equipment for the Financial Intelligence Unit; Prepare standard operating procedures for the use of purchased equipment; Responses to requests for clarifications (if necessary and if requested) to the TS during the tendering procedure. A final report.
