Support to Implementation of the Law on General Administrative Procedure in Serbia
The main objective of the assignment is to support implementation of the Law on General Administrative Procedure within the overall public administration reform process in the Republic of Serbia. The specific objective is to create sustainable mechanism for training of employees at all levels of government on the implementation of the Law on General Administrative Procedure. Activities: Development of methodology of delivering the ToT programme, creating the programmes and content including the design of training materials and the mentoring approach for further dissemination of knowledge through HRMS e-learning platform. Methodology should include the selection criteria for participants of the ToT programmes. Delivery in vivo trainings to future trainers. Identification and selection of up to 90 trainers who will participate in the training of trainers programme (ToT). The ToT cycle will consist of four modules: Module 1 is aimed at delivery of specific adult learning skills, which are necessary for successful delivery of interactive trainings (2 day). Module 2 is focused on the introduction of participants to content of LGAP trainings (3 days). Module 3 - MOODLE application of the e learning course (1day). All participants selected to be trainers will complete all three training modules. Module 4 - Realization of training with mentoring support (up to 30 to be trainers) Developing programmes on the LGAP for three target groups (civil servants that carry out or participate in administrative procedure or decide in administrative matters inspectors who are preparing for the exam for inspectors as well as civil servants who are preparing for the professional exam). Identification of modules of communication and content for the online e-learning course for three target groups with a timetable for its implementation and adequate interaction model (with and without involvement of the trainer during the e-training process); Uploading the content onto platform. E-Learning programme will be available through the existing HRMS e-learning platform based on Moodle. Providing support for E learning platform and content administration. Providing mentoring support to the trained trainers during the process of further dissemination of knowledge to the wider target group (civil servants and employees in LSGU and APV). Up to 15 new participants is expected to be trained per one trained by using the existing HRMS e-learning platform. The outputs: Report containing: methodology of delivery of the ToT programme, its content, including the training materials, selection criteria and the mentoring approach for further dissemination of knowledge through HRMS e-learning platform Training of trainers programme delivered for selected civil servants: six groups of trainees with up to 15 to-be-trained in each group selected and trained on module 1 (2 day), module 2 (3 day) and module 3 (1 day). Supervisory mentoring delivered for 10 trainings (module 4) conducted in vivo by selected 30 future to-be trainers (for up to 15 new participants). Developed programmes on the LGAP for three target groups (civil servants that carry out or participate in administrative procedure or decide in administrative matters; inspectors who are preparing for the exam for inspectors as well as civil servants who are preparing for the professional exam). E-learning programme and content developed on the basis of identified optimal modules of communications for 3 target groups, made available through the HRMS e-learning platform. Support for e-learning platform and content administration provided. Report on further continuation of delivery of trainings on LGAP via existing HRMS e- learning platform to other public administration employees (civil servants and employees in LSGU and APP).
