Support in the preparation of Public Administration Reform 2017-2022 strategy and relevant IPA 2 and relevant IPA 2 PAR sector planning documents and Action plan

The overall objective of the project is to support the continuation of the public administration reform by assisting the Ministry of Information Society and Administration in the process of preparation of the new PAR 2017-2022 strategy and in the preparation of PAR SPD as part of the programming of IPA 2 assistance. The specific objective is to provide the Ministry of Information Society and Administration with: Draft PAR 2017-2022 strategy and action plan for its implementation PAR Sector Planning Document and action documents for 2017 and 2018 under IPA 2 instrument Activities: Draft assessment report of the 2010-2015 PAR strategy. Draft 2017-2022 PAR strategy. Draft 2017-2022 PAR strategy's action plan (containing clear milestones, benchmarks). Monitoring tool for successful implementation of the 2017-2022 PAR strategy's action plan. Draft PAR sector planning document (PAR SPD). Draft PAR SPD's action documents for 2017 and 2018. Recommendations for preparation of the action documents for 2019-2020, including justification for each recommendation. The outputs: 2017-2022 PAR strategy and action plan drafting Monitoring tool for implementation of the action plan PAR SPD Action documents for 2017-2018 Recommendations for preparation of the action documents for 2019-2020 Final report
