Integrated Border Management Strategy-Improving monitoring and reporting framework

Montenegro has adopted an Integrated Border Management Strategy and Framework Action Plan for the period 2014-2018 based on the concept of the EU Integrated Border Management - Schengen Catalogue for External Borders Control, Removal and Readmission, the Schengen Borders Code and the Schengen Convention. The Strategy is being monitored by a Interdepartmental Commission for Borders under the MoI with a mandate to coordinate activities in relation to implementation of the IBM Strategy, determine priorities, dynamics and deadlines for implementation of the activities and evaluate achieved results. IBM in Montenegro is subject to SBS. The Strategy is not, at present, accompanied by a detailed Action Plan for 2017 and Monitoring and Evaluation Plan which will be, inter alia, necessary for the release of financial tranches of the EU. Overall objective The overall objective of this project to support the Ministry of the Interior of Montenegro to monitor and report on the implementation of the Integrated Border Management (IBM) Strategy. Purpose The purpose of this technical assistance is to a improve and update a results monitoring measuring framework for the IBM Framework Action plan, with clear results and indicators of impact, on the basis of the objectives and measures currently included in the IBM Strategy and Framework Action Plan. Results to be achieved by the Contractor Result 1: An action plan for 2017 coherent with existing IBM Strategy; Result 2: Set -up a Performance Monitoring Framework with revised indicators and targets establishing clear data collection and reporting modalities; Result 3: Organization of an in-house training to improve the capacity of the Ministry of the Interior staff to follow-up, monitor and evaluate the IBM Strategy and Action Plan; Result 4: A fully operational steering mechanism, including the establishment of processes and procedures robust enough to ensure the necessary coordination, monitoring and evaluation of the IBM Strategy.
