Recruitment of specialist assistance in Monitoring, in support of the development of the new public financial management information system of Benin financed under the Economic Governance Support Project (PAGE).
Context: Benin has just completed an Action Plan for the Improvement of Public Finance Management (PAAGFP) for the period 2012-2015, through which it was able to pursue public finance management reform. Following the results of the 2014 PEFA assessment, the Government committed to implementing a second generation of public finance reforms through a new reform programme. Work is underway to finalise the Global Plan for Public Finance Management Reforms (PGRGFP) for the period 2017-2020. Project objectives: The overall objective of the project of which this contract is part is to improve economic, budgetary and administrative governance in Benin to contribute to strengthening the competitiveness of the national economy and the country's sustainable development. The specific objective is to support the Ministry of Economy and Finance in the implementation of the project to develop a new Public Finance Management Information System (SIGFP). The monitoring expert's mission is to provide methodological, organisational and operational assistance in the management of the Public Finance modernisation project to the project owner, in particular to the SIGFP Redesign Project Manager. Activities: Participation in the development and validation, for the relevant part, of the quality assurance plan (QAP) for the SIGFP development project. Establishment of the project management plan. Support to the steering of overall project progress. Participation in the specification and validation of the development of the new information system. Participation in the preparation and implementation of data migration. Participation in the development of the user training strategy and the content of training provided by the MOE. Support to the project manager in day-to-day management. Deliverables: The establishment of a structured project approach with its associated tools and the awareness-raising and commitment of MOA, AMOA and MOE stakeholders to its operating modalities. The establishment of project steering is effective and enables the supervision of activities and their progress, the detection of difficulties and blocking points in order to resolve them and/or find solutions, the quality control of deliverables provided and compliance with the objectives set in qualitative, technological, functional and financial terms. Regular monitoring of work, project meetings, project reports and dashboards deliver a set of information for the different levels of stakeholders and decision-makers. All the activities of the AMOA team leader contribute to achieving the objectives of the SIGFP (Public Finance Management Information System) implementation project within the framework of the Public Finance management reform in compliance with the 2009 WAEMU Directives. The schedule is met and enables the Ministry to have an operational solution available by the planned deadlines of 2018 and 2019.
