Recruitment of budget specialist assistance, in support of the development of the new public financial management information system of Benin financed under the Economic Governance Support Project (PAGE).
Context: Benin has just completed an Action Plan for the Improvement of Public Finance Management (PAAGFP) for the period 2012-2015, through which it was able to pursue the reform of public finance management. Following the results of PEFA 2014, the Government committed to implementing a second generation of public finance reforms through a new reform programme. Work is underway for the finalization of the Global Plan for Public Finance Management Reforms (PGRGFP) for the period 2017-2020. Project objectives: The overall objective of the project of which this contract is part is to improve economic, budgetary and administrative governance in Benin, to contribute to strengthening the competitiveness of the national economy and the country's sustainable development. The specific objective is to support the Ministry of Economy and Finance in the implementation of the development project for a new Public Finance Management Information System. The monitoring expert's mission is to provide methodological, organizational and operational assistance in managing the Public Finance modernization project to the project owner, particularly to the SIGFP Overhaul Project Manager. Activities: Participation in the development and validation, for the relevant parts, of the quality assurance plan (QAP) for the SIGFP development project. Establishment of the project management plan. Support for steering the overall progress of the project. Participation in the specification and validation of the development of the new information system. Participation in the preparation and implementation of data migration. Participation in the development of the user training strategy and the content of training delivered by the MOE. Support to the project manager in day-to-day management. Deliverables: Validation of the new regulatory framework for budget preparation and budget execution (compliance of procedure manuals with WAEMU regulatory requirements) and of functional specifications and their delivery to the MOE for application development. Validation of development sequence deliverables (Sprint), overall functional acceptance testing (VABF) and the pilot phase under regular service verification (VSR). Development and validation of data migration strategies, switchover scenarios to pilot sites and general switchover. Definition of the user training strategy for the new system and the training content, as well as training on the new procedure manuals and new information system for all trainers of the new system.
