Support to civil society in Armenia on CEPA monitoring; contributing to EU programming and identifying relevant follow-up actions to recent justice system and human rights situation reviews

Objectives The global objective of this assignment is to support Civil Society in Armenia in further engaging in important EU-Armenia co-operation processes. The specific objectives are to: Facilitate inclusive and transparent consultations among civil society organisations, whenever requested, with a view to develop a comprehensive strategy owned by Armenian civil society and expressing their joint suggestion for how they wish to engage in CEPA monitoring and following discussions with the signatories to the agreement, Support civil society in better understanding EU programming and actively engaging in this process in Armenia in finalising the EU Annual Action Plan 2018 for Armenia and providing meaningful suggestions to the future Annual Action Plans related to the SSF 2017-2020; Support civil society in identifying follow-up actions reflecting the EU Human Rights and Democracy Country Strategy, Justice Peer Review recommendations, recent Universal Periodic Review recommendations, Human Rights Council recommendations and OSCE/ODIHR Election Observation Mission Final Report recommendations, GSP+ priority areas etc., which could be included in the upcoming EIDHR CfP Activities: Draft roadmaps and plans for each of the three areas of engagement based on consultations with the EUD, civil society and possibly other stakeholders; Monthly 1-2 page status report to the EUD and ad-hoc summaries of trainings and consultations; Inclusive and transparent civil society CEPA monitoring mechanism prepared by Armenian civil society organisations (consensus based); Organise and facilitate consultations and meetings as requested by various civil society organisations with a more intensive activities foreseen during the first three months of the contract and gradually decreasing towards the end of 2018; Gather relevant information and examples of monitoring activities and development actions relating to the Objectives of the assignment as requested by stakeholders in Armenia.
