Support for the preparation of the first disbursement request under a sector reform contract.
Project context: Until 2011, Wallis and Futuna had received development aid from the European Commission on a project-based approach. For the 11th EDF, the Territory's authorities chose to allocate the EUR 19.6 million to the digital development sector and requested budget support modality, which was to be delivered for the first time in the Territory, in the form of a sector reform contract amounting to EUR 19 million. Budget support was planned to be disbursed in 4 tranches between 2018 and 2021, with a first fixed tranche and three other fixed and variable tranches. Project objectives: The overall objective of the TA mission was to support the Territory of the Wallis and Futuna Islands in preparing its first disbursement file in 2018 under its EU-funded sector reform contract. The consultant recruited by ETI Consulting therefore supported the authorities of Wallis and Futuna, and in particular the SCOPPD (Public Policy Coordination and Development Service), in preparing the annual review of the four eligibility criteria for the disbursement of its first budget support tranche. To this end, the consultant (i) prepared a summary note on the implementation of each of the 4 eligibility criteria during the reference period, (ii) collected and analysed the raw data and supporting documents collected by the SCOPPD, and (iii) set up an indicator monitoring plan. A second objective of the mission was to contribute to strengthening the dialogue between the Territory and the EU on budget support, and to strengthen the authorities' capacities in monitoring indicators linked to budget support disbursement, through summary sheets and the organisation of training sessions.
