Preparation of Feasibility study and Scope of Services for supply and implementation of eCase management system for anti-corruption institutions of Ukraine

The objective is preparation of a feasibility study, conducting market study, with cost estimation and high-level implementation planning. Additionally, there will be development of a scope of services for supply of necessary software, equipment and required services in order to enable the Tender Committee to carry out the Tender in accordance with the Danish Procurement Act for the supply of the eCase management system for NABU, SAPO and HACC (once it is established) . Activities: The activities consist of four tasks: Task 1: Initial review of the Beneficiaries, analysis of the existing legal framework. Task 2: Preparation of Feasibility study, including market study and indicative cost estimation. Task 3: Preparation of Scope of Services according to the DANIDA procurement rules. Task 4: Providing support during the tendering phase to the Tender Committee. The outputs: Task 1: Initial review of the Beneficiaries, analysis of the existing legal framework Report presenting initial review of the beneficiaries, list of the risks and obstacles for introducing the eCase management system; List of requirements / pre-conditions based on the risks analysis, which shall contain description of the pre-conditions, beneficiary institutions and state bodies for which it is applicable, responsible person within the institutions and deadline for implementation The pre-conditions shall include but are not limited to important institutional and technical issues. For example, necessary preparation of special internal rules/procedures on CMS, rearrangement of organisational units within NABU, SAPO, HACC, redefinition of job descriptions of the Reception Office, secretary or other staff, allocation of a special budget line within the institution's budget for maintenance of CMS, revision of ICT, etc . Task 2: Preparation of Feasibility study, including market study and indicative cost estimation Prepared Feasibility Study, including: Analysis of the existing technical base of the beneficiaries, including hardware, software, hosting facilities, IT staff capacity and skills, budget resources for maintenance and further upgrading of ICT equipment, as well as the general ICT management/administration regime in the beneficiary institutions; Target IT architecture and functional requirements to the eCase management system; Results of the market study of available products / vendors on the market, pros and cons of the products from various dimensions, including total cost of ownership, flexibility of customization, user experience etc.; High-level eCase implementation plan and cost estimation. Task 3: Preparation of Scope of Services according to the DANIDA procurement rules Prepared the scope of services, criteria for selection and award etc., for the supply and implementation of the eCase management system for anti- corruption institutions of Ukraine. Task 4: Technical assistance at the stage of provisional acceptances Provided replies to requests for Clarifications (if necessary and if requested) during the tender procedure.
