# Identification and Formulation Action Document - Rule of Law - MIP 2014-2020

The overall objective: By developing an Action Document for the remaining 11,59MEUR, the overall objective of the focal sector "Rule of Law" under the MIP 2014-2020 was to improve justice and rule of law through strengthening the capacity of institutions to deliver and the capacity of citizens to claim their rights, while ensuring the accountability and oversight of the state. The specific objective of the assignment was to review the work by the national authorities, international/national donors and partners, CSOs'/NGOs in the area of Rule of Law in Kyrgyzstan and identify and suggest areas of work where the EU support is needed, to be analysed and presented in an Action Document for the focal sector Rule of Law for an amount of EUR11,59MEUR. Based on the MIP 2014-2020, the specific objectives for the sector "Rule of Law" were as follows: Modernization and democratization of the legislative process; Legal education and raising public awareness of legal matters; Improved prosecutorial and judicial processes including access to justice; Improved detention conditions; improved efficiency and transparency of the election system; Improved competence of the Parliament and increased level of respect for democratic principles. Activities: Expertise Advisors was requested to submit a methodology providing relevant expertise to develop the Action Document, in accordance with a given template, for the identification and formulation phase of a new programme in the area of Rule of Law, following the detailed instructions provided separately, for an amount of 11,59MEUR from the MIP 2014-2020 for Kyrgyzstan. The experts also provide an assessment of cross-cutting issues, including Right Based Approach and Gender mainstreaming in the specific areas. The requested services imply a phase of desk review of relevant documents. The desk review was followed by a field mission during the identification phase and a similar field mission during the formulation phases. The deliverables refered to and apply Right Based Approach (RBA) and gender mainstreaming. As for gender mainstreaming, reference was made in the Action Document to the EU Gender Action Plan (GAP) 2016-2020, including specific objectives and indicators of the GAP
