Evaluation of Energy Efficiency projects implemented within the Covenant of Mayors and E5P programmes - mid-term
The main objectives of this evaluation, as stated in the ToR, was to provide the EU Delegation in Ukraine and the relevant services of the European Union (particularly EIB and EBRD) with: an overall independent assessment of the past performance of energy efficiency projects in the CoM programme in Ukraine and E5P programme, paying particular attention to their intermediate results measured against their expected objectives; key lessons learned and recommendations in order to improve the current and future Actions in the field of sustainable energy (energy efficiency and renewable energy) The outputs: The evaluation assesed the project using the five standard DAC evaluation criteria, namely: relevance, effectiveness, efficiency, sustainability and early signs of impact. In addition, the evaluation took in to account two EU specific evaluation criteria: the EU added value (the extent to which the project adds benefits to what would have resulted from Member States' interventions only); the coherence of the Project itself, with the EU strategy in the energy efficiency sector in Ukraine and with other EU policies and projects within the municipality sector The evaluation team furthermore considered whether gender issues, environment and climate change considerations have been mainstreamed; the relevant SDGs and their interlinkages have been identified; the principle of Leave No-One Behind and the rights-based approach methodology was followed in the identification/formulation documents and the extent to which they have been reflected in the implementation of the Action, its governance and monitoring
