Consultancy services for support to the higher education sector in Mauritius

Objectives:

The global objective of this assignment is to provide the Government of the Republic of Mauritius with Technical Assistance to strengthen the country's capacity in the monitoring and functioning of the Tertiary Education sector.

The specific objective is to support the Government of the Republic of Mauritius, more specifically the Mauritian Tertiary Education sector, in an integrated manner, in the following:

Development of an Action Plan for the improvement of the Quality Assurance Framework of the Tertiary Education;

Development of Performance Funding models and a strategy for the implementation of the best model for the public higher education sector; and

Development of a scheme for the upgrading of qualifications of all academic staff to doctoral level as well as their teaching skills.

Outputs :

An inception report that includes a methodology for the advisory service, as well as a workplan and a detailed timetable

An action plan to improve the quality assurance framework in place

A dissemination workshop on the results collected and the proposed quality assurance framework

Models of Performance funding as well as a strategy for implementing a preferred model for public TE Institutions.

A workshop to explain the performance-based funding model and its implementation

A Scheme for improving the teaching skills of all academic staff as well as upgrading the qualifications of all academic staff in public education at the doctoral level.

A workshop to explain to academics ways to improve their teaching skills, including opportunities for PhD students to benefit from existing mechanisms and EU funding mechanisms to continue their studies
