Development EDM renewable energy strategy 2020 - 2025
Project Objectives
The renewable energy strategy is the first of its kind for the national Utility - EDM. To drive the development of renewable energy in the medium and long term, a holistic vision is needed to take into account the different renewable energy sources and their development dimensions (on-grid and off-grid). The needs and weaknesses of the national grid are a key factor in the selection of the substation/site where RES will be implemented in the future in Mozambique.
The aspects covered by the renewable energy strategy are:
Clarify EDM's renewable energy targets, energy mix target, needs in terms of energy storage, Renewable Energy policy and Energy Efficiency strategy and actions plans
Develop resource prioritization criteria, establish the planning and integration system, define technical requirements and specifications
Determine solar, wind, hydro and biomass penetration for the next 5 years, identify a pipeline of renewable energy projects
Analyze the stability of the Mozambican power grid in relation to the integration of these new energy plants into the grid and particular needs of energy storage
Clarify the institutional framework
Analyze the legal, regulatory and fiscal framework
Analyze the impact on the business model and financing
Analyze the necessary storage system
Define the most appropriate contracting mechanisms
Propose a roadmap to 2025 and provide EDM with a change management plan (organization, human resources, training), to enable EDM to implement this roadmap.
