Ex-Post Evaluation of the EU funded programme "Promotion of the respect of Rule of Law in Kyrgyzstan with particular emphasis on Transparency and Accountability" (Component 3)

The overall objective:

The assignment was an ex-post evaluation of six actions/projects under the Financing Agreement for the programme “Promotion of the respect of Rule of Law in Kyrgyzstan with particular emphasis on Transparency and Accountability”.

The assignment focused on determining the extent to which the results achieved by the six actions are sustainable and have accomplished an impact at municipal and/or regional and/or national level; the extent to which the problems encountered have or might have limited the achievement of results; the reasons for which certain results were attained while others were not; and the conditions and assumptions upon which results have (or have not) been delivered.

The main objectives of this evaluation were to provide the relevant services of the European Union and the relevant stakeholders with:

an overall independent assessment of the past performance of the actions listed under section 1.2 of the ToR, with particular attention afforded to the results measured against the expected objectives; and the reasons underpinning such results;

key lessons learned, conclusions and related recommendations in order to improve current and future actions.

Activities:

The Evaluation assessed the Actions using the five standard DAC evaluation criteria respectively; relevance, effectiveness, efficiency, sustainability and impact. In addition, the evaluation took into consideration 2 additional criteria: i) EU added value and Coherence of the Action itself with the EU Strategy in Central Asia and Kyrgyzstan. The six projects to be evaluated were:

Creating a Culture of Investigative Journalism for Furthering Democratic Reform – Linking Human Rights Organisations, Government Officials and the Media to Promote Change

Building the Role of Civil Society to improve access to Justice and Strengthen the Rule of Law

Civil Society and Media: Guarantor for the integrity of Local Self Governments

Media and Civic participation for Transparency and Accountability

Strengthening the Civil Society Participation in Public Councils in Kyrgystan.
