Improvement of the delivery of services of public procurement agencies in Côte d'Ivoire

The aim of the Project is to increase skills and improve practices by broadening the scope of beneficiaries as the project progresses. The project targets different audiences who all have different approaches to public procurement: ANMRP, procurement support units of sectoral ministries, institutions and communities and, finally, the companies themselves. It begins by strengthening the Ivorian administration by providing technical support to the institutions that ensure the efficiency, integrity and fairness of tenders, the administrative units of the administrations, to support the institutions that monitor the proper conduct of procurement operations and in particular to strengthen the capacities of regulatory bodies such as ANRMP in their mission to develop good practices and support economic operators. The project then extends to the reinforcement of the capacities of the companies themselves and to reduce the obstacles encountered by these companies. The overall objective of strengthening the integrity, accountability and competitiveness of the public administration is divided into 4 key outputs: - Objective indicator for Module 1 The Economic Crimes Chambers (Pôle Pénal Financier, PPF) open judicial proceedings in 40 cases for which the investigation documents are transmitted to them by the High Authority for Good Governance (HABG). - Objective indicator for Module 2 In 5 of 30 public authorities - two of which are directly related to the business and investment environment (e.g., tax, customs, construction) - corruption prevention mechanisms are in place in accordance with international standards, based on gender-sensitive risk analyses. - Objective indicator for Module 3 The number of small and medium-sized enterprises (SMEs) that participated in public tenders increased by 20%, while the proportion of SMEs headed by women remained stable. - Objective indicator for Module 4 The annual report of the Court of Auditors (report on budget execution for year n, annual public report for year n; both presented in the 9th month of year n+1) reflects the review of the annual performance reports of the Directorate for the previous year. The project aims to achieve objective indicator #3 only, but the logic of project coherence requires that the actions that are described below for the achievement of objective indicator #3 incorporate the other indicators and in particular: - That the institutions involved in the control of public procurement be involved in exchanges on the key points of the mission, in particular the Cour des Comptes, the Haute Autorité pour la Bonne Gouvernance (HABG), but also the Direction Générale des Impôts and the project teams working on the other indicators - That the results and difficulties of the mission be shared as soon as possible with the GIZ focal points to support their role in coordinating the modules - That the actions and recommendations of other projects that may have an impact on the participation of SMEs in public procurement be identified and taken into account in the project activities This mission targets different audiences who all have different approaches to public procurement: those who buy (agencies), those who control (Agence Nationale de Régulation des Marchés Publics ANRMP, Haute Autorité pour la Bonne Gouvernance HABG), those who deal with disputes (Commission de la Concurrence) and finally those who respond to public consultations (enterprises and especially SMEs). Generally speaking, the scope and diversity of the target audience for this project (ANRMP, Ministries, SMEs, etc.) requires a highly collaborative approach, and the success of the mission will depend on the team's ability to allow the various stakeholders to communicate their expectations and also their dissatisfactions at each stage of the project.
