Advisory and supervision services for BEGIN component I: Blueprint

In May 2018, the Government of Tanzania adopted the Blueprint for Regulatory Reforms to improve the business Environment in Tanzania (hereinafter Blueprint). The Blueprint Action Plan, adopted in June 2019, has as its main objectives - improve regulatory procedures, avoid regulatory overlaps, promote transparency, and establish an effective monitoring and evaluation framework. Implementation of the Blueprint is underway particularly through the reforms introduced in the financial year (FY) 19/20 and FY 20/21 budgets. In December 2020, the EU signed a financing agreement with the Government of Tanzania for the implementation of the Business Environment, Growth and Innovation (BEGIN) programme. The overall objective of the BEGIN programme is to promote inclusive economic growth, employment and innovation, particularly among women and youth and enhance consumer protection. Component 1 of this programme, corresponding to Specific Objective 1, is a 10MEUR support to the Ministry of Industry and Trade for the implementation of Tanzania's Blueprint for Regulatory reform. This component aims to improve the Tanzanian business environment, in line with Tanzania's Blueprint for Regulatory reforms. The implementation modality for this support is a programme estimate to the Ministry of Industry and Trade as the project supervisor, with the National Authorizing Officer as the Contracting Authority. This service contract is procured by the EU Delegation in direct Management (framework agreement) to inform and advise the strategic steering committee about the implementation of Specific Objective 1 (SO1) of the BEGIN programme. The global objective of this assignment is to ensure that component I of the BEGIN programme is strategically aligned and on track to implement the Specific Objective 1 and related Expected outputs in the Financing Agreement.
