Support for further improvement of energy efficiency in Azerbaijan

The main objective of this EU funded project is to support the Government of Azerbaijan in the enforcement of the Law "On the Efficient Use of Energy Resources and Energy Efficiency". The specific objective is to strengthen institutional capacity of the Ministry of Energy through three main pillars: To establish and enforce a regulatory framework for energy efficiency in new and existing buildings including introducing energy certificate schemes for buildings; To introduce energy labelling for products related to energy consumption and requirements for eco-design To promote/raise public awareness of the need for (or on importance of) energy efficiency and change energy consumption behavior. Main deliverables: All the deliverables have been produced in both languages (English and Azerbaijani language) : Final draft of the minimum energy efficiency norms and standards for buildings 20 beneficiary representatives trained on EU and best international norms and standards for energy efficiency in buildings by preparing and conducting three half-day in- house trainings Hands-on support provided and a set of technical norms and standards for buildings' energy performance established Final draft of the rules for energy efficiency certification of buildings 20 beneficiary representatives enhanced on advanced energy efficiency assessment and certification practices in use in the EU and other countries by preparing and conducting three half-day awareness raising workshops and in-house trainings; Hands-on support provided and draft rules for energy efficiency certification of buildings, including related methodologies to enforce the rules developed in line with EU best practices Hands on support provided and draft Procedures/Rules for energy audits of buildings developed in line with EU best practices Training of trainers organised for the buildings' energy audits and 10 energy auditors trained by preparing and conducting five full day training sessions Final draft of a set of requirements for environmental design of products for energy consumption 20 beneficiary representatives on the EU Eco-design Directive for energy-using products as well as international best practices for setting of the eco-design requirements for energy using products increased through preparing and conducting classroom workshops (five half-day) and hands-on trainings Hands-on support provided and a set of requirements for environmental design of products for energy consumption elaborated for five priority product groups in line with EU best practices Final draft of the rules for labelling products for energy consumption 20 beneficiary representatives on the EU Eco-design Directive for energy using products as well as international best practices for setting energy labelling requirements for energy using products increased through preparing and conducting classroom workshops (three half-day) and hands-on trainings Hands-on support provided and the rules for labelling of products for energy consumption drafted and ready to send to the Cabinet of Ministers Communication materials Hands-on support provided and comprehensive awareness raising and communication programme designed and ready for implementation; Two full-day public awareness raising workshops on various aspects of energy efficiency prepared and conducted for maximum of 70 participants; Promotion materials on the importance of energy efficiency designed, printed and disseminated
