Technical Advisor for Supporting Program-Based Budgeting Reforms in the Context of the Ministry of Rural Development

The support aims to: Support the alignment of the Ministry's various sectoral strategy documents to ensure a close link with program objectives. Design and implement new processes and management dialogue documents among the main actors in the Ministry's expenditure chain. Ensure capacity-building for Program Managers. Support the preparation of documents required by the Director General of the Budget in the formats established by the reform (annual work plans). Improve expenditure predictability by strengthening the Ministry's capacity on expenditure forecasting, supporting the establishment of commitment plans, and ensuring their reliability and consistency with procurement plans and allocated budgets. Support the implementation of a performance-based approach by defining relevant indicators and ensuring proper reporting. Strengthen peer-to-peer exchange between key contributors in the Ministry of Rural Development and their counterparts in other ministries. Conduct benchmarking and share experiences from other countries.
