Evaluation of IPA and other donors' assistance in the area of Anti- Corruption
Objectives The main objectives of this evaluation are to provide the relevant services of the European Union, the interested stakeholders and the wider public with: an overall independent assessment of the performance of the AC EU funded interventions paying particular attention to its different levels of results measured against its expected objectives; and the reasons underpinning such results; key lessons learned, conclusions and related recommendations in order to improve future interventions. Specific objectives: In particular, this evaluation will serve: to assess the effectiveness of the EU assistance in terms of policy objectives, overall impact and results achieved; to assess the adequacy of the EU assistance types (services, contribution agreements, supplies etc) vis-à-vis objectives of the programmes and vis-a-vis the needs that institutions to assess the effective donor cooperation; to provide inputs for potential future support needs, in particular developing suggestions on areas, objectives, outputs, activities and indicators related to assistance. In the understanding that in the area of AC a Twinning project has been planned under IPA 2020, it is expected that inputs will be provided in the form of core elements of a Twinning Fiche.
