Technical Assistance to support the development of a sustainable TVET and Skills financing model and set-up of a National Fund for Skills Development (NFSD) in Rwanda

The Government of Rwanda has planned to establish a National Fund for Skills Development (NFSD). The Fund is intended to provide sustainable financing of the TVET system in order to ensure development and supply of skilled persons to the Rwandan economy. The establishment of NFSD depends on key elements such as institutional structure, governance, financial structure, fund generation, delivery and management, M&E processes etc. The overall objective of the project is to develop a sustainable TVET and skills financing model in Rwanda, which will result in the setting-up of a NFSD, and particularly, assist the Ministry of Education and institutions such as Rwanda TVET Board (RTB), Rwanda Polytechnic (RP), Rwanda Development Board (RDB), all involved government agencies, ministries, stakeholders and development partners to develop a concept for setting-up of a NFSD in Rwanda. More specifically the team will : Develop a comprehensive analysis of the TVET landscape in Rwanda and collect international best practices with regards to TVET financing; Propose options for a TVET financing model, supported by sector, economic and financial studies; and Assist in defining the institutional structure, legal framework, operating processes and business model for the NFSD and provide initial support to its operationalisation.
