Technical assistance to SADC Secretariat on Business-IT Alignment Review and Recommendation of Solutions for the Harmonisation of SADC Business Processes
The objective of this assignment is to enable Information Technology (IT) centralization hence providing a platform for a highly integrated, automated, robust and secure ICT environment.
The purposes of the Contract were as follows:
Strategically align SADC business processes and ICT by conducting a thorough business process re-engineering;
Recommend a cost-effective and viable ERP implementation Approach and solutions for SADC.
This Action is part of the overall Integrated Institutional Capacity-Building (IICB) Programme supported by the European Union (EU) for the Secretariat of the Southern African Development Community (SADC) as approved by the European Commission in October 2017. Pursuant to this, the overall IICB Programme was formulated with two specific objectives:
Specific Objective 1 (SO1): To enhance the capacity of SADC Member State structures to facilitate and coordinate implementation of the regional agenda at country level; and
Specific Objective 2 (SO2): To enhance service delivery by the SADC Secretariat in support of programme/projects planning, coordination, resource mobilisation, implementation, monitoring and knowledge-sharing of regional commitments at country level.
While SO1 and SO2 had separate implementation arrangements, the two objectives were implemented in a coordinated way and will complement each other.
Results achieved:
Thorough-as-is status report;
Gap Analysis report;
Revised business processes documentation
Detailed Proposal which includes top three (3) solutions being recommended and a detailed comparison of the three solutions;
Assess the organisational readiness for an ERP solution
Propose an ERP implementation Strategy and Methodology
Development of Terms of Reference (TOR) for the procurement process of selected solution
Collaborate with SADC and develop the System user requirements (Software Specification Requirement) documents for the intended solution.
