Technical Expert in charge of supporting the implementation of Program-Based Budgeting in 2 pilot Ministries and capitalization in Mali

Specific objective(s) of the support: 1. Define, jointly with ODI's BSI-Mali team, an action plan to deploy the reform during the programme; 2. Support the launch of long-term assistance, particularly concerning technical and institutional aspects and international experiences in implementing programme-based budgeting; 3. Support the harmonization of various sectoral strategy documents of the MDR and MME to ensure close alignment with programme objectives; 4. Review the relevance of RPROGs' mission letters and their compliance with ministerial strategies, DPBEP, DPPD-PAP, as well as programme objectives and performance measurement framework indicators in the two pilot ministries; 5. Identify with RPROGs the missing data that would enable more effective management of programme budgets (financial and physical situations); 6. Identify and analyze training and capacity-building needs of RPROGs and reform actors with support from Malian structures, particularly CARFIP and DGB, on reform concepts, methodology and tools for implementing programme-based budgeting and mastery of PRED usage; 7. Contribute to designing a training and change management plan in the two pilot ministries in connection with the capitalization approach; 8. Participate in designing training modules and facilitating certain training sessions; and 9. Participate in organizing and facilitating consultations within each pilot ministry to define the methodology for drafting mission letters; 10. Support the preparation of mission letters for 2024; 11. Support the design and implementation of new processes and management dialogue documents between key actors in the expenditure chain within ministries and ensure skill development of RPROGs; 12. Participate in strengthening performance measurement frameworks for each programme in the two pilot ministries by contributing to the improvement or definition of performance indicators ensuring effective monitoring of public policy implementation and consistency with activities and the logic of programme budgeting and results-based management; 13. Strengthen dialogue with the MEF (DGB, DNTCP) and support the preparation of documents requested by DGB in formats established by the reform, particularly annual work plans, commitment plans, procurement plans, and ensure document consistency; 14. Accompany relevant actors (MDR, MMEE, DNCF and others, as appropriate) in reorganizing internal control and financial control, in accordance with the programme-based budgeting reform, as well as in defining implementation modalities for performance control. 15. Participate in reporting activities within ODI but also to Malian authorities, particularly CARFIP. 16. Establish a "capitalization" approach to ensure sharing of good practices, ensure activity consistency, avoid redundant efforts within programme-based budgeting activities initially.
