Final Evaluation of EUTF Regional action "Mediterranean City-to-City Migration (MC2CM)"

The EUTF was launched by European and African partners at the Valletta Summit on Migration in November 2015 to implement the Joint Valletta Action Plan (VAP). On the 12th of November 2015, the Constitutive Agreement to officially establish the EUTF for Africa, was signed by the European Commission, 25 EU Member States, Norway and Switzerland. It was established to deliver an integrated and flexible response to the diverse causes of instability, forced displacement and irregular migration with the aim to achieve concrete results in a rapid and effective manner across all areas of focus.

Since then, the EUTF provided a new impetus for EU cooperation on migration by creating a platform to reinforce political engagement and dialogue with partner countries in Africa, pooling together EU and other donors’ resources, and enlarging EU evidence base to better understand the drivers and dynamics of migration. It developed a comprehensive approach to support all aspects of stability, security and resilience, aiming at addressing situations conducive to increased violence and destabilisation, and supporting governments in their efforts to improve security. Today, more than 5 billion EUR have been mobilised for EUTF programmes benefiting twenty-six partner countries across three regions.

This project aimed at carrying our the final evaluation of two interventions funded by EUTFon Mediterranean City-to-City Migration (MC2CM) - Phase I and Phase II. Implemented between 2017 and 2024, their overall objective was to contribute to fostering evidence-informed and rights-based migration governance-systems in the North of Africa region and two cities from Middle East, notably through partnership with cities in Europe, with a specific focus on integration and inclusion. Specific objectives were:

1. Dialogue - To improve cooperation between relevant stakeholders in the field of migration governance at local/ national/ regional/ international level

2. Knowledge - To improve migration-related knowledge and data management in the field of migration governance;

3. Action - To strengthen policy, legislative, institutional and regulatory frameworks in the field of migration governance;

4. Communication and Awareness-raising: To foster a realistic and fair narrative on migration promoting intercultural dialogue, cultural diversity and mutual understanding

A team of international and regional evaluators was recruited to assess systematically the interventions against OECD-DAC criteria, paying specific attention to:
