Support for the Development of the Implementation Strategy for an e-GP Solution in Chad
The overall objective is to contribute to improving transparency in public procurement and to combating corruption risks in Chad. The main objective of this mission is to assess the country's readiness for electronic public procurement (e-GP readiness assessment) and, taking this context into account, to propose a strategy for digitizing public procurement procedures. More specifically Assess the current legal and regulatory framework regarding information and telecommunications in Chad in order to identify and prepare the requirements for changing existing public procurement processes and practices through simplification and reengineering. Develop and support the validation of a strategic roadmap aimed at progressively implementing the digitization of public procurement, adapted to the context and objectives of Chad's strategic public finance management reform. Identify, bring together, and strengthen the capacities of key actors who will be involved in implementing the strategic roadmap and its action plan for digitizing the public procurement management system, including the search for an e-procurement (e-GP) technological solution. Develop the master plan and implementation plan for setting up an integrated electronic public procurement management system (e-GP) and its digital platforms within the public administration (pilot phase and scaling-up). Prepare the acquisition of the solution(s) by drafting technical and functional specifications for implementing the new target integrated electronic public procurement management system. Plan the response to technical capacity-building needs required for the implementation of the target information system with the chosen technological solution(s), and ensure maintainability.
