Study on the EFSD and early implementation practices of the EFSD+

The overall objective of this study is to help improve the Commission's sustainable finance instruments and, therefore, directly enhance the EU's capacity to support partner countries' efforts toward achieving the Sustainable Development Goals. This, in turn, will also support the priorities and objectives of the Global Gateway. In this context, the specific objective is for the contractor to evaluate the deployment of the EFSD guarantee and the first deployments of the EFSD+ open architecture guarantees, and to draw detailed lessons. This study should address three key elements: 1) produce positive case studies on the success of the EFSD and EFSD+; 2) develop concrete lessons learned and recommendations for improving the design of such instruments; and 3) provide recommendations to complement ongoing negotiations on EFSD+ guarantees.
