BenInnovation - Strengthening Digital Transformation in Benin - Capacity Building for Benin's Digital Transformation
Context and Objectives The Government of Benin aims to position the country as a regional platform for digital services, driving growth and social inclusion. Since 2016, significant reforms and initiatives have been launched: a Ministry of Digital Affairs, a legal framework (Digital Code), national digital identity, an e-services portal, and interoperability solutions inspired by Estonia (X-Road, PKI). Despite these advances, the widespread digitization of public services requires increased capacities, both within the administration and in the private sector. The Beninnovation project (2022-2026), implemented by GIZ, aims to strengthen public-private cooperation to accelerate this digital transformation. The Ministry of Digital Affairs and Digitalization (MND) and its technical agency (ASIN) are the main partners. The beneficiaries are: 150 public officials from various ministries and information systems departments (DSI), 100 private sector professionals from approximately 40 digital enterprises, located primarily in Cotonou. Overall Objective To improve the digital skills of public and private actors in order to foster effective collaboration in the development and implementation of digital services. Specific Objectives To develop technical and organizational skills through targeted training. To create a sustainable Community of Practice (CoP) for the exchange of knowledge and experiences. To pilot concrete project-based learning approaches, involving local companies in the digitization of public services. To promote innovation, inclusion and gender mainstreaming in digital transformation.
