Final and prospective evaluation of the PAPE program (« Programme d'appui aux Parcs de l'Entente »), RfS n ° 2016 / 377906-1

Objectives The overall objective of the project is to contribute to the conservation of biodiversity and ecosystem services for sustainable development in West Africa. The specific objective is to sustainably strengthen the conservation of the ecosystems of the WAP complex (W, Pendjari, Arly) in a regional perspective and with optimization of the benefits for the local population. The pursuit of these objectives go together with the consideration of climate change adaptation and the risks resulting from climate variability, the valorization of the potential opportunities for financing ecosystem services related to the mitigation of climate change and the need for a limitation of greenhouse gas emissions. The main objectives of the evaluation are to present to the relevant external cooperation services of the European Union, to the partner government and, where appropriate, to the general public: a global, independent assessment of the results of the IPO's intervention, focusing more particularly on the results of the project in relation to its objectives; the main lessons of the intervention and recommendations to improve on-going measures and future actions under the 11 EDF PIR.
