Final evaluation of component 2 of PADL II (FED/2010/022-061) supporting Zakouma National Park and mid-term evaluation of the implementation of the Public-Private Partnership (PPP) Agreement between African Parks Network (APN) and the Chadian Government
Background: The financing agreement (EDF/2010/022-061) signed between Chad and the European Union for the implementation of the Local Development Support Programme integrated with sustainable Natural Resources management II (PADL II), is divided into two components. Component No. 2 (Zakouma) of 7 million euros is structured around two strands: Implementation of grant contract No. EDF/2011/260-915 supporting the management of Zakouma National Park, which is a project for the Conservation and good governance of natural resources of Zakouma National Park (ZNP) and its ecosystems for the benefit of local development; Establishment of a partnership agreement between the Government of the Republic of Chad and African Parks Network with the purpose of delegating the management of Zakouma National Park (ZNP) and its periphery to African Parks Network in order to put in place appropriate long-term management and financing mechanisms. Objectives: This mission provided for the evaluation of component 2 of the PADL on both strands: The mission was subdivided into 2 distinct but complementary strands and covered: Strand 1: Final evaluation of the implementation of grant contract No. EDF/2011/260-915 supporting the management of Zakouma National Park (ZNP), component No. 2 of PADL II, EDF/2010/022-061. Strand 2: External mid-term evaluation of the ten-year Public-Private Partnership (PPP) Agreement between African Parks Network (APN) and the Chadian Government under the delegation of management of the ZNP and its periphery. The evaluation for both strands was to be conducted according to the 4 OECD DAC evaluation criteria, namely relevance, efficiency, effectiveness, sustainability, and to take into account the two specific EC criteria: Community coherence/complementarity and added value and EU visibility. The impact evaluation criterion was taken into account for strand 1 only.
