"Support to the Rule of Law in Jordan" - Assessment of the sector budget support programme first, second and third tranches

Objectives: The overall objective of the present project is "to assess the progress in meeting the set targets under the first, second and third tranches of the Sector Budget Support programme "Support to the Rule of Law in Jordan" and to advice the EU Delegation on the release of the payments linked to the results. The specific objectives of the assignment are "to develop a clear assessment of progress of Jordan's implementation of developments/reforms in the anticipated field for tranches 1, 2 and 3, and to: Collect all relevant compliance documents concerning the achievement of the general and specific reform benchmarks related to the Sector Reform Contract (SRC) programme; To analyse factually the conformity of the compliance documentation obtained as foreseen in the Technical and Administrative Provisions (TAPs) of the SRC support programme and assess whether the benchmarks are met. To analyse whether the public policy eligibility criterion continue to be satisfied. To contribute to maintain a high level of clarity, and a shared understanding by all stakeholders regarding the steps required to ensure the relevant tranche releases for reform benchmarks met. Outputs: A brief inception report at the start of the mission, presenting a proposed schedule of activities to ensure necessary consultations leading to the production of all required outputs. Workshops for the stakeholders to present the findings of the inception phase and later the final findings. A final report assessing compliance with the public policy eligibility criteria and the tranche specific Reform Benchmarks, as outlined in the TAPs An annex which will provide the costing and the analysis of the resources allocated to the reforms included in the EU programme from the National Budget. A report on the progress made in the implementation of the different strategies in the Justice sector.
