Final Evaluation of the Human Resources Development Programme Phase 1 Project

Objectives:

The main objectives of this evaluation are to provide the relevant services of the European Union, the interested stakeholders and the wider public with:

An overall independent assessment of the past performance of the Human Resources Development Programme Phase 1 project, paying particular attention to results measured against its expected objectives; and the reasons underpinning such results;

Key lessons learned conclusions and related recommendations in order to improve future Actions.

In particular, this evaluation will serve to understand the long term effects and sustainability of the HRDP1 project, it's enabling factors and issues that hindered delivery to inform any future planning for interventions in the Education Sector.

Outputs:

An Inception Report with an intervention logic, stakeholder map, methodology for the evaluation, analysis of risks and an updated workplan

An intermediary report with the activities conducted during the field phase, Difficulties encountered during the field phase and mitigation measures adopted and Key preliminary findings

A draft Final Report and;

A Final Report
