Infrastructure needs analysis of educational institutions in BiH
Objectives: The general objective of this assignment is to improve access to quality of education and training in Bosnia and Herzegovina through improved infrastructure. The Specific objective is to prepare needs assessment for a minimum 40 Vocational Education Training (VET) schools and 40 pre-school institutions, complete the necessary technical documentation needed for effective renovation and modernisation works of selected 20 VET schools and 20 pre-school institutions and prepare Tender Dossier for works/ supply and TOR for supervision of construction in accordance with PRAG. Activities The envisaged activities should lead to the improvement of the infrastructure in selected VET schools and pre-school institutions enabling optimal use of the relevant facilities by students in order to allow access to high quality education, social inclusion and integration, including marginalised groups. The assignments covers the preparation of 80 detailed needs assessments for VET and Preschool institutions, out of which minimum 20 VET schools and 20 pre-school institutions have been selected to prepare detail technical documentation (tender dossiers) needed for effective renovation/modernisation of schools. Technical documentation is prepared in accordance to PRAG tender requirements for works, specifically Volume 3 (technical specification), Volume 4 (Bill of quantities) and 5 (Design documentation). Adaptations comprise different types of works (e.g. roof repair, floor/parquet repair, toilets adaptation, wall refurbishing and other relevant works as well as specification of any equipment required to efficiently conduct classes of physical education) depending on the individual needs in each preschool/ VET institution. Priority works that should be undertaken have been identified based on the prior assessment and screening, pursuant to the commonly agreed criteria. The adaptation of priority facilities will enable better use and improve conditions for education thus contributing to higher quality education. The intervention is further based on the provision relating to "reasonable accommodation" contained in the UN Convention on Rights of Persons with Disabilities (Article 5), which means necessary and appropriate modification and adjustments not imposing a disproportionate or undue burden to ensure to persons with disabilities the enjoyment or exercise on an equal basis with others of all human rights and fundamental freedoms. Taking this into account, the identification of necessary works is based on a selection of minimum accessibility elements. All technical documentation submitted is in line with the relevant BiH laws. The proposed works and equipment satisfy all necessary safety regulations. The value of the proposed works and equipment for VET schools is approximately EUR 2.0 million and for pre-school education EUR 2.0 million. Alongside tender dossier, the contractor will prepare ToR for supervision of construction works for service contract.
