Formulation of a regional programme to support the development of the pastoral economy in West Africa and Sahel (PRADEP-AOS)

Objectives: The study had two specific objectives, namely: To develop and elaborate the action/identification document of the Regional Programme of Support to the Development of the Pastoral Economy in West Africa and the Sahel (PRADEP-AOS), by confirming, completing and modifying the first proposals, and by proposing intervention modalities through EU cooperation instruments. To Formulate the Action/Formulation Document which will be the basis for the programme's financing agreement. Main outputs: Inception report ; Progress report ; Action Document ; Slide presentation, aide-memoire The objectives of the formulated action are aligned with those of ECOWAP2025, notably its objectives No. 1 "to contribute to increase productivity and agro-sylvo-pastoral production through diversified and sustainable production systems, and to reduce post-production losses" and No. 2 "to promote contractual and inclusive agricultural and agri-food value chains oriented towards regional and international demand, and inscribed in a regional market integration perspective". They also refer to food security policies and strategies recently developed by ECOWAS, namely: (i) the Regional Offensive for the Promotion of Local Milk Value Chains in West Africa and the Support Strategy for Youth Employability in the Agro-Sylvo-pastoral and Fisheries Sector in the ECOWAS region. They are consistent with those of the Livestock Development Strategy for Africa (LiDeSA) and the United Nations 2030 Agenda for Sustainable Development by contributing to the progressive achievement of the Sustainable Development Goals (SDGs), in particular SDG-2 "Eradicate hunger, achieve food security, improve nutrition and promote sustainable agriculture". The Action is part of the future EU development cooperation programming for the period 2021-2027. The expected results defined with the DA, at the end of the implementation of the Action, are the following : Result 1: Governance of transboundary natural resources is strengthened, which includes also activities to limit / reduce conflicts related to access to natural resources through the development / securisation of cross-border transhumance corridors Result 1bis: Mitigation of the risk of conflicts over access to natural resource and prevention/ fight against terrorism Result 2: Pastoralist households and domestic ruminant herds are protected against transboundary animal and zoonotic diseases (including border inspection posts) Result 3: Competitiveness of value chains (including animal production including genetic, conservation, storage and marketing of animal products) and living conditions of pastoralist and agro-pastoralist households/ ODD are improved Result 4. Regional and territorial policy and regulatory frameworks are conducive to transhumance, livestock trade and the circulation of quality inputs (SPS)
