Identification and formulation mission for the implementation of a water resources management support program

The objective of this mission was to provide the Delegation of the European Union in Algeria with the elements of a support program for the water resources management sector, in a vision of economic development that respects the environment. The mission provided the European Union Delegation in Algeria with the requested information describing the context and situation, an identifying possible areas of intervention strategy. Description of the context and national situation: Develop an institutional and administrative description of the water sector. Describe the regulatory and normative framework of the sector. Describe the objectives and main results achieved by the support programs, projects relevant to the water resources sector (financed by the European Union and/or other donors) currently implemented or completed. Gather and synthesize all elements relating to national and local water resource management strategies and action plans, including natural disaster risk management, climate change Gather and synthesize relevant documents and data on water systems. Identification of possible areas of intervention strategy: Conduct consultations at central and local level with stakeholders in the sector. Propose an integrated intervention strategy that includes the identification of sectoral (water resources management and treatment sector) and cross-sectoral (ecosystem approach to water with other sectors, notably as part of an integrated approach to natural disaster risk management including climate change adaptation) actions and measures, with a view to providing the elements needed to formulate a support program for water resources management. Propose a framework of performance indicators for sector support actions.
