Support to the update of the National Energy and Climate Plan (NECP) of North Macedonia
Global objective The overall objective of the assignment is to define a low-carbon roadmap for the energy sector transition until 2030. The energy transition will consist of a socially fair and cost-efficient process moving from fossil fuels to a clean energy system based on increased use of renewable energy sources, their systemic integration and the reduction of greenhouse gas emissions, while maintaining energy security. It will encompass the technological, societal, economic and political dimensions of human interactions and require cross-sectorial, collaborative and practical actions to become a reality. The action must promote the crosscutting objectives of the EC: environment and climate change, human rights based approach, persons with disability, indigenous peoples and gender equality. Specific objective The specific objective of this contract is to revise the adopted National Energy and Climate Plan (NECP) according to the latest developments in regards to the EU legislation and current situation in the energy sector. Description of the assignment The starting point for this assignment is the assessment of the long-term strategy on climate action, specifically the part of GHG emission projections in the energy sector, as well as the developments in the energy sector, which happened after the adoption of this strategy. The adopted targets of the 20th Ministerial Council of Energy Community (15 December 2022) will have to be considered as well. This assessment will be the basis for revision of the adopted NECP and further development of a set of policy recommendations to help understand the possible contribution of the sector towards the country's eNDC targets. It wil lprovide clear indications about the priorities of investment and sustainable development for the sector towards a substantial decarbonisation in the mid to long-term future.
