Project "Improving the capacity of the National Contact Person for cooperation with the Green Climate Fund and strengthening national activities for the implementation of the updated Nationally determined contribution to the reduction of greenhouse gas emissions (NDC)", is financed by the Green Climate Fund (GCF) through the GCF Readiness and preparatory support program, and is implemented by the Environmental Protection Fund of Montenegro (Eco-fund). In the previous period, Montenegro established institutional and administrative prerequisites for cooperation with the Green Climate Fund and designated a National Contact Person with the aim of further improving it. In April 2021, the Government of Montenegro adopted the National Program of Priority Activities in the Field of Mitigation and Adaptation to Climate Change as part of Montenegro's cooperation with the Green Climate Fund for the period 2021-2023, which defined the framework and procedures for cooperation as well as lists of priority projects for financing. Within that document, the needs of the National Contact Person, competent institutions in the field of climate change, as well as the newly formed national institutions for environmental financing - the Eco-Fund, for additional support and capacity building. With reference to this, the project will focus on achieving the following goals: Improving the capacities of the National Contact Person for cooperation with the GCF, including capacities for planning the financing of climate actions; Improving the capacity of the Eco-Fund for planning and access to the financing of climate actions and support for the implementation of the Nationally Determined Contribution to the Reduction of Greenhouse Gas Emissions (NDC); Updating the National Program of priority activities in the field of mitigation and adaptation to climate change within the cooperation of Montenegro with the Green Climate Fund and its harmonization with the NDC in accordance with the new guidelines of the GCF for the development of cooperation programs; Support for the implementation of the NDC through the development of an investment plan for financing priority activities. GCF financing would support Montenegro in building a favorable institutional environment and capacity to consider climate change mitigation and identify climate investments and financing at the national level. That would enable the Government of Montenegro to identify, prioritize and implement the actions and investments it will support low- carbon and climate-resistant development in accordance with national priorities. And finally, it would support the NDA, the Working Group and the Eco-Fund to improve the necessary capacities and introduce coordination mechanisms and investment strategies for the implementation of NDC 2.
