Strategic Environmental Assessment for the Forest Sector

The assignment aims to ensure the long-term sustainability and resilience of Sierra Leone's forest sector by conducting a Strategic Environmental Assessment (SEA). This assessment evaluates the Forestry and Wildlife Sector Strategic Planning Framework (SPF) 2024-2030 and the potential Forest Partnership with the EU. The project addresses challenges such as inadequate staffing, outdated legislation, and the need for sustainable management to ensure the productivity of forest and wildlife resources Main deliverables: The deliverables provided in the frame of this consultancy can be divided into three main outputs: Output 1: SEA Scoping and Baseline Analysis Result 1: SEA approach, methodology, and detailed workplan developed within two weeks of project start Result 2: Final Scoping Report defining key environmental and climate aspects, spatial boundaries, and analytical methods Result 3: Comprehensive baseline study of the environmental and climate-related components relevant to the forestry sector Output 2: Strategic Environmental Assessment (SEA) Study Result 1: Draft and Final SEA Reports evaluating the potential impacts of the Forestry SPF 2024-2030 and the EU Forest Partnership Result 2: Identification of mitigation and adaptation measures to avoid adverse impacts and maximize positive environmental/climate outcomes Result 3: Detailed analysis of climate change vulnerabilities and resilience strategies for the forest sector Output 3: Management Framework and Stakeholder Engagement Result 1: Environmental and Social Management Framework (ESMF) to ensure sustainable implementation of the strategic planning Result 2: Monitoring system comprising performance indicators for adverse environmental and climate effects Result 3: Stakeholder engagement records, including minutes and presentations from consultation workshops with marginalized groups (women, youth, etc.)
